5TH TECHNICAL MEETING “ FOR ENHANCING INDUSTRIAL SYMBIOSIS AT PHU MY 3 SPECIALIZED INDUSTRIAL PARK”

On March 27, 2026, Phu My 3 Specialized Industrail Park (Phu My 3 SIP) successfully held the 5th Technical Meeting with the theme "For Enhancing Industrial Symbiosis in Phu My 3 Specialized Industrial Park", in collabration with the Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA) and Japan International Cooperation Agency (JICA).

Attending the conference were Mr. Le Viet Phuc – Deputy Head of the Ho Chi Minh City Export Processing Zones and Industrial Parks Management Board (HEPZA); Mr. Karasawa Masayuki – Senior Representative of the JICA Vietnam Office in Ho Chi Minh City; The conference, attended by representatives from Phu My 3 SIP, experts, and businesses operating within the park, aimed to update the progress of pilot activities within the framework of the JICA Technical Assistance Project and to promote coordination among stakeholders in preparing the necessary conditions for achieving Eco-Industrial Park certification under Government Decree 35/2022/ND-CP.

Mr. Le Viet Phuc – Deputy Head of the Ho Chi Minh City Export Processing Zones and Industrial Parks Management Board (HEPZA) delivered the opening remarks.

Speaking at the event, Mr. Karasawa Masayuki – Senior Representative of the JICA Vietnam Office in Ho Chi Minh City, stated that achieving Eco-Industrial Park certification not only contributes to raising awareness about environmental protection but also lays the foundation for improving overall management capacity, aiming to build Phu My 3 SIP into a model of sustainable development. At the same time, this is also an important factor in enhancing international competitiveness, increasing brand value, and creating a long-term advantage in attracting and retaining high-quality human resources.

Mr. Kazama Toshio – Deputy General Director of Thanh Binh Phu My Joint Stock Company (the investor of Phu My 3 SIP), representing Phu My 3 SIP, shared the development orientation of the eco-industrial park. Accordingly, the technical assistance project funded by the Japanese Government and JICA officially started in October 2023 with a four-year implementation period. During the implementation process, Phu My 3 SIP closely coordinated with HEPZA and JICA to organize regular thematic workshops and carried out many activities to meet the 23 criteria as stipulated, including promoting industrial symbiosis, applying renewable energy, and minimizing waste. After Circular 05/2025/TT-BKHĐT was issued, the industrial park continued to refine the criteria and officially submitted its application for Eco-IP certification, becoming the first industrial park in Vietnam to submit an application for Eco-IP certification.

According to Ms. Hotta Sakura - Representative of JICA Vietnam Office and Mr. Shunsuke Hieda - Head of the Advisory Board, JICA Expert Delegation, after 9 months since the 4th conference, the project has recorded significant progress, especially in building the ecological industrial park monitoring system. This system integrates functions such as monitoring Eco-IP index, managing secondary enterprise data and intelligent measurement system, allowing businesses to proactively monitor sustainable development indicators right at their units and serving as a basis for registering for ecological certification.


Ms. Hotta Sakura – Representative of JICA Vietnam Office and Mr. Shunsuke Hieda – Head of the Advisory Board, JICA Expert Team, presented on the progress of pilot activities under the JICA Technical Assistance Project on promoting eco-industrial parks in Ho Chi Minh City.

In addition, Phu My 3 SIP is implementing a comprehensive set of environmental, social, and economic indicators. Notable activities include promoting the development of solar power, building a carbon neutrality roadmap, and completing a sustainable industrial park ecosystem. While not mandatory, these socio-economic indicators are considered crucial foundations for the industrial park to build long-term competitive advantages and demonstrate a strong commitment to sustainable development.

Within the framework of the conference, a discussion session between HEPZA, JICA, and businesses in the industrial park focused on clarifying the needs, opportunities, and challenges in the process of implementing sustainable development indicators. Representatives from businesses expressed their desire to strengthen internal supply chain linkages, promote connectivity, and support each other in industrial symbiosis activities. At the same time, many opinions emphasized the importance of stabilizing the workforce to improve operational efficiency and competitiveness of businesses.

The 5th Technical Exchange Conference further affirmed the pioneering role of Phu My 3 SIP in promoting the ecological industrial park model in Vietnam. This is achieved with the support of management agencies, international organizations, and the community.
