PHU MY 3 INDUSTRIAL PARK - THE JOURNEY TO BECOME A PIONEER ECO-INDUSTRIAL PARK

On November 14, at Phu My 3 Specialized Industrial Park (IPZ), Thanh Binh Phu My Joint Stock Company (TBPM) in collaboration with the Finance - Investment Newspaper, the Vietnam Industrial Real Estate Association and NS BlueScope Vietnam organized a high-level discussion with the theme "Investment orientation and sustainable development in industrial parks". The event attracted nearly 100 leaders, experts and businesses, including representatives of FDI corporations, IP managers and ESG experts.
Green transformation is no longer a slogan but has become a key strategy of Ho Chi Minh City and southern industrial localities. In that flow, Phu My 3 IPZ is a bright spot when it has met most of the 21 criteria of the ecological IP model and was proposed by HEPZA to the Ministries and branches for consideration and recognition in November 2025. This information created a highlight at the seminar, opening up a clearer perspective on the pioneering role of Phu My 3 in Vietnam's sustainable industrialization journey.

EFFORTS FOR VITAL TRANSFORMATION FOR INDUSTRY
Mr. Vo Thanh Phong – Deputy Head of the Management Board of Ho Chi Minh City Export Processing Zones and Industrial Parks (HEPZA) – said that recently, Ho Chi Minh City has proactively implemented a series of programs to promote the development of green – clean – sustainable production, while closely coordinating with JICA, UNIDO, World Bank… to study the model of converting existing industrial parks towards ecological and smart.

Mr. Vo Thanh Phong, Deputy Head of the Management Board of Export Processing and Industrial Zones of Ho Chi Minh City presented and provided orientation information for businesses..

Notable among them is the JICA-funded “Technical support for building model industrial parks/smart industrial parks with ecological orientation” project, implemented in 4 years until the end of 2027. The first two pilot industrial parks are Phu My 3 and Phu My 2. Initial results show that Phu My 3 has achieved a solid foundation to become the first ecological industrial park in Vietnam, with a system of solutions to save energy, save water, reduce emissions and apply smart management technology.

He also said that ecological industrial parks as well as ecological enterprises will be given priority in green credit, green bonds, land rent exemption and reduction, priority in participating in technical assistance programs and investment promotion. PHU MY 3: THE RESULT OF A VISION MORE THAN A DECADE AHEAD

According to Ms. Nguyen Thi Thao Nhi, Chairwoman of the Board of Directors, General Director of Thanh Binh Phu My Joint Stock Company - the investor of Phu My 3 Industrial Park - meeting the 21 criteria of an ecological industrial park is not a random achievement, but the result of more than 10 years of methodical and steadfast preparation.

Right from the beginning, the project implementation area was the downstream area planned by Ba Ria - Vung Tau province (old) and Mitsubishi experts to attract the supply chain of raw materials from Japan. Although at that time the law only required wastewater treatment to meet B standard, the enterprise still decided to upgrade to A standard - the highest level - despite facing big questions about cost competitiveness.
"Although it was difficult, if we had not chosen sustainable development from the beginning, today we certainly could not have achieved the ecological industrial park model. And if we had just started the conversion now, the entire infrastructure, factories, treatment systems... would have operated according to the old standards", Ms. Nhi emphasized.
In addition to the A-standard wastewater treatment system, Phu My 3 Industrial Park has invested in synchronous electricity - water - industrial gas to the factory fence, applied digital management, promoted industrial symbiosis and set a target of zero net emissions by 2050.

SHAPING A NEW GENERATION OF INDUSTRIAL PARK IN VIETNAM

The success of Phu My 3 not only paved the way for the green transformation roadmap of Ho Chi Minh City, but also contributed to the formation of a new generation of industrial parks - modern, ecological and deeply integrated with the global value chain. TBPM Company will apply the ecological - smart industrial park model at Phu My 3 to the Company's green industrial park projects in Can Tho and Da Nang, contributing to creating a new generation of industrial park network nationwide.

With the almost completion of the criteria according to Decree 35/2022 and Circular 05/2025, Phu My 3 Industrial Park is gradually becoming a new symbol of Vietnam's ecological industry, while creating a foundation for incentive mechanisms, green policies and sustainable development models across the country.

The seminar not only opened a forum for exchanging international policies and experiences on developing ecological industrial parks, but also showed the strong determination of the government and business community in creating a new industrial model - greener, smarter and globally competitive.
