On September 10, the People’s Committee of Tan Phuoc Ward (Ho Chi Minh City), in collaboration with the University of Economics Ho Chi Minh City, the Institute for Regional Research and Development Consulting, the Ba Ria – Vung Tau Port and Logistics Association, along with various enterprises, organized a field survey at Phu My 3 Specialized Industrial Park, Phu My 2 Industrial Park, Cai Mep Industrial Park, and the local seaport system. The activity aimed to serve the development of two key projects: “Building Tan Phuoc Ward into a Smart City” and “Promoting Private Economic Development in Tan Phuoc Ward.”

Mr. Huynh Trung Son, Chairman of Tan Phuoc Ward People’s Committee, stated that after merging with Phuoc Hoa Ward (formerly part of Phu My City, Ba Ria – Vung Tau Province), Tan Phuoc Ward now holds a strategic position. It borders the Thi Vai River and the Cai Mep – Thi Vai port cluster, and lies within the industrial – seaport – logistics hub. In addition, the ward connects directly to National Highway 51, National Highway 56, the Bien Hoa – Vung Tau Expressway, Ring Road 4, and is only 40 km from Long Thanh Airport and about 15 km from the Go Gang Urban – Service Area. These advantages favor the development of supporting services and advanced logistics infrastructure, enabling both air and sea freight transport and creating optimal conditions for international logistics operations.
Notably, the Cai Mep – Thi Vai port cluster is one of Vietnam’s largest deep-water ports and ranks among the world’s top 19 deep-water ports, capable of receiving container vessels of over 230,000 DWT. This represents a significant advantage for Tan Phuoc to become a hub for industry – seaports – logistics, while also serving as a core driver in Ho Chi Minh City’s development strategy for 2025 – 2030, with a vision to 2045, targeting a marine economy, petrochemical refining, and international transshipment center.

As part of the program, the delegation visited and worked with Phu My 3 Specialized Industrial Park (PM3). During the meeting, PM3 representatives reported on investment attraction: the park has drawn 47 projects with a total investment of nearly USD 6 billion, with an average investment ratio of USD 9–10 million per hectare. PM3 also shared its development vision to become the first eco-industrial park in Vietnam, pioneering the application of information technology in management and operation, fostering industrial symbiosis between businesses within and outside the park, and promoting the use of green energy towards sustainable development.

In addition, PM3 is investing in building and developing a diverse ecosystem with high-quality, modern, and synchronized infrastructure meeting international standards, along with supporting facilities such as Phu My Dry Port; Phu My warehouse; liquid chemical storage tanks and terminals; centralized wastewater treatment plant (Grade A); power station; industrial gas supply station; and natural gas supply station to support customers in the park.

In the coming period, Tan Phuoc Ward will focus on developing digital government, digital economy, digital society, and digital infrastructure:

Digital government will provide full-level online public services (Level 4) while enhancing the capacity of officials in management and administration on digital platforms.

Digital economy will focus on supporting small and medium-sized enterprises (SMEs) in accessing e-commerce, applying digital solutions in management, and promoting online business.

Digital society will be deployed in education, healthcare, and smart security through online learning platforms, electronic medical records, and AI-enabled camera systems.

Digital infrastructure will include 3D mapping for planning, AI-based traffic and environmental monitoring, and a ward-level Intelligent Operation Center (IOC) to ensure security and information safety.

At the same time, the private economic development project will maximize the advantages of industrial parks and the Cai Mep – Thi Vai port cluster to promote logistics, warehousing, manufacturing, and service enterprises, helping them expand operations, improve competitiveness, and contribute to the local socio-economic development.
With this orientation, Tan Phuoc Ward aims to become a smart city and a modern logistics and industrial hub of Ho Chi Minh City, thereby affirming its role as a strategic focal area for industrial – service – urban development and making positive contributions to the process of international economic integration.
