According to a report of Saigon New Port Corporation, Mistry of Industry and Trade stated that after 3 weeks follow direction 16, the volume of entering and leaving the ship, the volume of containers delivered to yards, the number of vehicles entering and leaving the port of delivering continuously decreased comparing to the same period last year which lead to an increase in inventory capacity of Cat Lai Port. Until now, the inventory volume close to the maximum permission level, especially the import goods volume is always above 100% capacity.
Many companies of transportation goods reflect the circumstance of congestion outside the Cat Lai Port causing the enterprises always in the status of delivery and receipt of goods incorrect time in the contract.
Facing the cargo congestion at Cat Lai Port, which can be prolonged and spread to other ports such as Cai Mep, Hai Phong, negatively affect import and export activities, the Ministry of Industry and Trade proposes the Prime Minister assigned the Ministry of Industry and Trade to assume the prime and work with Cat Lai Port in particular and other major ports seaports across the country in general to urgently come up with specific solutions.
The Ministry of Industry and Trade recommend The Mistry of Finance directs to the General Department of Customs to research the mechanism to authorize Cat Lai port to transport container and import and export in general including containers that are backlogged for more than 90 days from Cat Lai port for storage, custom and delivery for the client at facilities of Saigon New Port Corporation namely Hiep Phuoc Tan Cang Port (Ho Chi Minh City), Long Binh Tan Cang ICDs, Nhon Trach Tan Cang ICDs (Dong Nai), Song Than Tan Cang ICDs (Binh Binh). Positive). Thereby reducing the load and increasing the storage capacity at Cat Lai port, diminishing the current congestion. Furthermore, the Ministry of Industry and Trade request the Prime Minister to assign Saigon New Port Corporation to consider decreasing the price of container and goods storage at Cat Lai port of the enterprises that are halted production due to the impact of the COVID-19.

Deputy Finance Minister Vu Thi Mai said that currently, customs procedures and specialized inspection for imported, exported and transited goods have followed the National single-window mechanism and the ASEAN single window mechanism.

Since a half month, when the COVID-19 epidemic broke out in Ho Chi Minh City and neighboring localities, production and business activities stalled, leading to imported goods arriving at Cat Lai Port not being received by businesses, causing warehouse overload at the port. Therefore, Cat Lai Port had to announce the suspension of receiving a number of ships and goods due to the lack of warehouses.
