Mr. Pham Viet Thanh, Member of the Party Central Committee, Secretary of the Provincial Party Committee delivered a speech at the conference on COVID-19 epidemic prevention and control in the province on the afternoon of February 5.

STRICTLY CONTROL PEOPLE FROM THE PANDEMIC AREA
Reporting at the meeting, Dr. Pham Minh An, Director of the Department of Health, said that up to now, the whole province has traced and is monitoring 91 cases returning from epidemic areas of Quang Ninh, Hai Duong and Binh Duong. Of these, 80 have had a negative first test result for SARS-CoV-2, others are awaiting test results. The province also reviewed cases of traveling on flights with COVID-19 patients. Specifically, 8 people on flight VN213 from Noi Bai airport (Hanoi) to Tan Son Nhat airport (Ho Chi Minh city) at 15:00 on January 28. These people were centrally isolated and tested negative for the 1st time. 20 people traveling on VJ275 flight on January 18 related to 2 cases in Binh Duong were also concentrated, of which 17 people tested negative for the first time and 3 people are waiting for the results. 2 people on flight VN 7245 on January 29 from Hanoi to Ho Chi Minh City. Ho Chi Minh City was centrally quarantined and waited for the results of the SARS-CoV-2 test. 3 people traveling on flight QH 242 on 29/1 from TP. Ho Chi Minh City to Hanoi, address in the city. Vung Tau, currently in Vinh Phuc province, has received guidance in making local medical declarations. In addition, 304 people involved in the above cases are being monitored for health and isolated at home.
At the meeting, members of the Standing Committee of the Provincial Party Committee, members of the CPVID-19 Provincial Steering Committee for Disease Control and Prevention and leaders of localities proposed many opinions and recommendations related to the show New Year's fireworks to celebrate New Year's Eve.
In addition, representative leaders of the localities were concerned about the organization of the conscription camp which took place on March 3, which was also a crowded event.
Speaking at the meeting, Mrs. Nguyen Thi Yen said that music programs to welcome the New Year should be stopped. Particularly, the conscription military camp will not organized.
VACCINE FOR EVERYONE
Besides, delegates attending the meeting at the bridge point of the Provincial People's Committee and localities expressed their agreement of BR-VT province to order and inject COVID-19 vaccine for all provincial population. Mr. Nguyen Van Tho, Chairman of the Provincial People's Committee stated: “The Provincial People's Committee supports the policy and vaccines to protect the health of the people. The Provincial People's Committee will balance the budget and call for the participation of the society to buy enough vaccines for all people ”.
 
People need to seriously implement disease prevention and control measures, including mandatory to wear masks in public.

The delegates also proposed many solutions to improve the effectiveness of COVID-19 epidemic prevention and control in the coming time, such as: stepping up propaganda on epidemic prevention and control, especially the implementation of the 5K request (Masks - Disinfection - Distance - Not Concentration - Medical Reporting) of the Ministry of Health through the broadcasting system of communes, wards and towns in the province; The telephone operators send text messages to each subscriber recommending to take measures to prevent and control epidemics; strengthening community surveillance forces, quickly tracing cases related to COVID-19 patients for timely quarrantine
 Speaking at the meeting, Mr. Pham Viet Thanh asked agencies, units and localities to focus on well implementing a number of contents in epidemic prevention and control. In particular, continue to implement the 5K message and the 4-spot motto (on-site forces, on-site command, on-site vehicles, on-site logistics), first of all, mandatory wearing a mask, sterilizing at isolated areas, concentrated residential areas, public places; directing the units to strengthen discipline, and absolutely must not neglect and subjectively consider this the most important and urgent task before, during and after the New Year's Eve.
Mr. Pham Viet Thanh asked localities to actively organize regular checks on the number of tourists coming to the province, alert to the risk of epidemics, implement epidemic prevention from the smallest stages. “In the event of an epidemic, the forces must quickly organize a traceability, identify relevant cases to take samples for testing, quarantine, and zoning off the epidemic thoroughly, and calmly respond to epidemic diseases situations; drastically, synchronously and effectively implement epidemic prevention and control measures according to the proposed scenarios and plans ”, Mr. Pham Viet Thanh emphasized.
The Secretary of the Provincial Party Committee also asked the Committee for the prevention and control of epidemics at all levels to review the facilities, equipment, and to have a plan to purchase additional medical supplies and test biologicals to actively respond in case of demand increased; improve the quality of testing, try to shorten the time to announce results. At the same time, to maintain permanent 24/24 and 7 days / week mobile epidemic prevention and control teams and at medical facilities; closely monitor epidemics in the community, always maintain a state of readiness to respond quickly to information for early detection, quickly trace, investigate, verify, and zoning out in time, prevent disease sources spread to the community; organizing the examination and drastic implementation of measures to prevent and fight against epidemics; strictly sanction violations of regulations on prevention and fight against epidemics, including wearing a mask in public to create deterrence.
The Secretary of the Provincial Party Committee requested that the National Front and other socio-political organizations at all levels continue to propagate, mobilize, recommend and call on cadres, party members, union members, members and people to raise their guard, not subjective, neglect, but not confused with the disease progress; less moving out of the locality,not leaving the house when not necessary and strictly implementing epidemic prevention and control measures.
 “As for the fireworks, the Provincial People's Committee, based on the epidemic developments, consider and report to the Standing Committee of the Provincial Party Committee before 15:00 on February 9 (December 28, 2020) to consider and make decision. The Provincial People's Committee reported and recommended to the Government, the Ministry of Health to allow the province to buy vaccines from the local budget and other legal sources to deploy mass injections for people in the province as soon as possible”, Mr. Pham Viet Thanh directed.
