WHY IS THERE A SUDDEN SHORTAGE OF PETROL?

There are about 500 distributors and 36 petroleum importers nationwide, but the market still has a shortage of gasoline.

Why is there this story and what solutions are needed to stabilize supply and stabilize prices?

On the evening of October 10, the Market Management Department of Ho Chi Minh City said that there were 5 petrol retail stores temporarily closed, 121 stores temporarily out of stock.

Most of these retail points fall into the "waiting for delivery" status.

The situation of lack of supply of gasoline resulted in many stores running out of gasoline to sell. Through physical inspection at retail points, there is no hoarding status.

As of the afternoon of October 10, Thu Duc City had the most serious gas shortage situation when there were 21 gas stations that stopped serving or ran out of gasoline, selling only oil. Next to the list of running out of gas is District 12 with 17 stores, Binh Tan district 15 stores, Cu Chi district 14 stores ...

As noted by the Report of Traffic Newspaper, the situation of out of stock was widespread and higher than the previous day. Among petrol and oil retail stores, Petrolimex had a positive change, but many times of the day had to stop selling because they were waiting for tank trucks to supply more fuel.

In Dong Nai, as noted by the Traffic Newspaper reporter on the afternoon of October 10, in Bien Hoa city, dozens of petrol stations barricaded themselves with signs saying "suspended waiting for goods to be imported" or just selling oil, making people pressing.

Some large gas stations are located in the center of Bien Hoa city on Nguyen Ai Quoc and Ha Huy Giap streets... the staff sells petrol in a drip style. Motorcycles can only buy gasoline up to 30,000 VND, while cars are 300,000 VND.

According to people's feedback, the situation of many gas stations temporarily suspending sales or selling on a drip basis took place in the past two days at a series of gas stations in Bien Hoa City, Trang Bom District, Thong Nhat District.

Similarly in Binh Duong, the situation of many gas stations in Thu Dau Mot, Thuan An, Di An cities stopped selling or selling in moderation.

 

Increased demand, late import

Talking to a reporter from the Traffic Newspaper on the afternoon of October 10, the leader of the Vietnam Oil Corporation (PVOIL) said that in the past few days, the world gasoline price has increased again.

Meanwhile, trains receiving goods at both Dung Quat and Nghi Son oil refineries in the late September and early October 2022 were delayed compared to the plan due to the impact of Typhoon Noru...

"At the same time, the source of imported goods is very limited and not as abundant as before because the purchase surcharge is much higher than the base price formula, so it affects business performance," he said, in the context of such general difficulties of the market, PVOIL still ensures the maximum supply of goods for the whole system.

Leaders of the Vietnam National Petroleum Group (Petrolimex) said, about 2 million liters of gasoline have been refueled for Petrolimex's petrol stations in Ho Chi Minh City. "In the night of October 9, 80 times of tank trucks refueling were moved from the warehouse to the points of sale," said Petrolimex's leader, normally tank trucks only supply gasoline at night, but now it has to be done during the day to have enough gasoline for the point of sale.

 

The Ministry of Industry and Trade affirmed to meet the demand

In the information just released on the evening of October 10, the Ministry of Industry and Trade confirmed that the phenomenon of some petroleum businesses closing down in Ho Chi Minh City, An Giang, Binh Phuoc, Dak Lak ... is not common, because there are more than 100 closed stores out of a total of 17,000 operating stores.

The ministry continued to explain that the reason for the closure of businesses was due to the sharp increase in business costs, the key traders did not have enough sources of goods, so they only maintained in the system and inventory according to regulations.

Many businesses sharply reduce discounts to limit retailers from taking a lot of goods, so retail businesses make a loss. Besides, the situation of storms and floods also makes the transportation of goods difficult, interrupted and lacks local sources.

Facing the above situation, the Ministry of Industry and Trade said that they have proposed to the Ministry of Finance to reduce taxes related to gasoline, as well as soon review and send a notice to apply the cost of bringing domestic gasoline to the port and domestic premium (cost to calculate petrol and oil prices from domestically produced sources in the base price formula) at a level appropriate to reality, helping businesses create sources.

The Ministry of Industry and Trade continued to affirm that, although there is a local shortage of petrol at some key traders' stores, causing business disruptions, the petroleum inventories of enterprises are still basically meeting the needs of customers and domestic demand for petroleum.

The supply of petroleum is also continuously supplemented from imports and domestic purchases.
